The RN&RMAA Constitution
Note: Nothing laid down herein shall be construed to supersede specific rules covering matches, as may on occasion apply to Royal Navy and Royal Marines' Anglings Association (RN&RMAA) events/matches. All members of the RN&RMAA are to abide by match rules and the rules for the various fisheries we visit.
- The Association is entitled “The Royal Navy and Royal Marines Angling Association”.
- The Association exists for the Promotion of military efficiency by providing the means for Servicemen to engage in the Naval Sport of competive angling.
- The objectives of the Association are:
- To encourage and support the sport of angling at all levelsof ability throughout the Royal Navy, Royal Marines and Royal Fleet Auxiliary.
- To sponsor Service, Command and National competitions that may be considered suitable by the Central Committee.
- To select and manage representative teams to participate in Inter-Service and National Angling Championships of all 3 disciplines.
- To form the necessary body for affiliation with National and International bodies.
- The Association’s officers shall consist of:
- President – The Central Committee are empowered to invite distinguished officers to be the President, who should be a Flag or General Rank Officer, preferably on the active list.
- Chairman – The Membership shall elect a Chairman of the Association at the Annual General Meeting.
- Other Officers as shown in paragraph 12.
- Membership of the Association falls into 4 categories; Full, Associate, Life and Affiliated. Membership application forms are downloadable from the website or are available from the Membership Secretary who will maintain a membership list.
- Full Membership. This is the corporate grade of membership open to all serving officers and ratings of the Royal Navy and Royal Marines and members of other Services temporarily attached to the Royal Navy and members of the RFA. They are eligible for election to the Association’s Central Committee.
- Associate Membership. This is open to retired personnel of the Royal Navy and Royal Marines. It is also open to retired personnel of the Army and RAF, where they qualified for full membership in accordance with paragraph 5, and by invitation, to a strictly limited number of MOD(N) civilians who have special qualifications by which they can contribute to the Association. Association Members may attend Central Committee Meetings as a Sub-Committee representative.
- Life Membership. This may be given as an honour to retiring Full Members who have given particularly long and meritorious service to the Association on the Central Committee. Life Members have no voting rights but they may apply to take part in the Association’s activities on the same basis as Full Members. They are ineligible for election to the Central Committee.
- Affiliated Membership. All RN&RM Angling Clubs/Associations may be registered as Affiliates of the RN&RMAA. The purpose of this affiliation is to enable the RN&RMAA to inform Affiliated Members of the Association’s policy with regard to angling matters with the MOD(N). Each Affiliate is invited to send two representatives to observe at the AGM of the RN&RMAA. This Affiliated Membership does not give voting rights or enable entry into RN& RMAA matches.
- Membership Fees. Membership Fees are due on the 1st April each year as follows:
- Full Members – £20
- Associate Members – £20
- Life Members – No Fee
- Affiliated Members – No Fee to individuals. Affiliated clubs wishing to make use of the RN&RMAA Website and Forum will be charged an annual access fee not exceeding £50 pa.
- ORGANISATION. The Association shall be administered by a Central Committee, which should meet at least three times per year. Each division of the RN&RNAA (Coarse, Game and Sea) shall have a nominated Sub-Committee, consisting of not less than five members and chaired by the relevant Secretary. The Central Committee comprises:

- Note: In the absence of the Chairman, the Honorary Secretary will act as Vice-Chairman
- Ex-Officio Members. The Director of Naval Physical Training and Sport and the Honorary Secretary of the RN & RM Sports Control Board are Ex-Officio Members of the Central Committee, with voting rights.
- ANNUAL GENERAL MEETING. The AGM will normally be held each April to decide the Association's policy and objectives. A quorum of 8 non committee officers is necessary for matters of policy. A majority decision in all cases is mandatory and the Chairman may call additional meetings where all voting members are invited to attend and the normal rules regarding quorums shall apply. The AGM is to be published as widely as possible to enable maximum attendance. All proposals which affect the executive management of the Association must be received in writing at least 14 days prior to the AGM, for consideration by the Central Committee.
- FINANCE. The RN&RMAA shall run a centralised fund, this fund being split between the 3 sections plus Coarse (Carp) section with the addition of General section. Each Section secretary is responsible for entering a 5 year budgetary plan annually and keeping within this budget. Audited accounts for the fund shall be drawn up to the rules applicable to non-public funds, and shall be rendered annually to the AGM or as required for audit purposes.
- Should there be any Associate Member serving on the Central Committee they may not vote on the distribution of any monies received from the Nuffield Trust, RN & RM Sports Control Board or Service Public Money. In the event of the RN&RM Angling Association being wound up, all residual funds are to donated to the RN and RM Sports Fund.
- Individual members of the RN&RMAA selected to fish at any RN&RMAA event or Combined Services match are to pay for the event in advance. The organiser of the event, acting on behalf of the respective section secretary, shall take necessary action to ensure that the practise of accepting cash/cheques on the day of the event is avoided.
- SERVICE REGULATIONS. The rules for applying for grants, travelling expenses and availability of team members etc shall be iaw those laid down in JSP 752 and other current Service regulations as may apply.
- Association colours will be approved and awarded by the Central Committee as appropriate.
- LEGAL/FINANCIAL AGREEMENTS. Arrangements for entering into contracts or long term arrangements/sponsorship deals with civilian organisations are only to be made in full consultation with DNPTS and with approval by the Sports Control Board. Such consultations shall be instigated by the RN&RMAA Trade Secretary.
